Hashem is too great for the Heavens to hold.

" Behold, even the highest heavens cannot hold you ..." There is no end or boundaries to Heaven. The heavens are gigantic and they show Hashem's greatness, as it is written, "The heavens tell of Hashem's glory". When we look at the sky, we see Hashem's power. We look at the stars. They are so many, so big, and so mighty! We are just amazed! Even the marvelous heavens, cannot honor Hashem enough. This is what the Ramban means to tell us. The more we look at the heavens , and are amazed by it, we realize that even this cannot hold Hashem's glory.
